Alexander Jablokov is the author of six science fiction novels and numerous short stories, most recently the March/April 2024 Asimov's cover story, "How Sere Kept Herself Together". The story is the third in a series about a young detective trying to make her way in the multi-species world of Tempest, the City of Storms. He has the reputation of being difficult, but really is quite sweet. His literary position has been described as anarcho-Byzantine. Actually, it hasn't, except here. He has been accused of writing architectural magic realism, which is totally true. No one knows how to pronounce his last name, so he doesn't expect you to either.
